Hogwarts School of Witchcraft and Wizardry is for magical children born in the United Kingdom. When a child of magic is born in the UK, a special quill writes their name down, and that child will receive a letter upon turning eleven. In addition, Hogwarts does not take transfer students.
The Patronus is a part of the application that allows both staff and the members to get to know a bit about the character as a "person", as the Patronus is a representation of their inner self. Even if the character is unable to produce a patronus, it'd show what sort of person they are.
